After trying to blame the Governor, then the victims of Hurricane Katrina with the claim that, "they chose to stay," right-wing pundits have settled en mass on a new target. Repeated over and over across the AM dial is the lie that Bush "pleaded" with Mayor Ray Nagin to evacuate New Orleans. What really happened?:

"Would you please call the mayor and tell him to ask people to evacuate?" Mr. Brown said he asked Mr. Bush in a phone call.

"Mike, you want me to call the mayor?" the president responded in surprise, Mr. Brown said. Moments later, apparently on his own, the mayor, C. Ray Nagin, held a news conference to announce a mandatory evacuation, but it was too late, Mr. Brown said. Plans said it would take at least 72 hours to get everyone out.

On September 6 Russ Fine tried to explain how the Bush administration hadn't actually cut the budget for the New Orleans levee system. The way he explained it is that what the liberal media is trying to pass off as a cut was not a cut at all, but rather just the lack of an increase.

The right-wing talking points have always included the idea that if a government agency asks for an increase to their budget and is refused they report it as a cut. This way if they ask for a $50 million increase and only get $20 million they claim that their funds have been reduced. Is this what happened in New Orleans?

"In 2001, the New Orleans district spent $147 million on construction projects. When fiscal year 2005 wraps up Sept. 30, the Corps expects to have spent $82 million, a 44.2 percent reduction from 2001 expenditures."
